Here was adopted the Northwest Ordinance on this site, in 1789, Washington was inaugurated and the Congress, the Cabinet and the Supreme Court were organized. Here Congress adopted the Bill of Rights. On May 26, 1939, this site and the building now standing upon it were established in perpetuity as a National Historical Shrine.
