Hoar, also looking dejected, is sitting on a large shell labeled 'Reciprocity', and in the background on the right, standing near a sign labeled 'Republican Testing Grounds for New Issues' are John Sherman next to a cannon labeled 'Sectionalism' and Levi P. Morton looking through a telescope, and beyond them is another man, possibly Matthew S. Quay.
