Summary: Cartoon shows Uncle Sam ineffectually trying to shovel coal (using a tiny shovel labeled 'Transportation'), from a huge pile (labeled 'Coal Supply') into large barrels (labeled 'Demand') marked for Cleveland, Baltimore, Philadelphia, Chicago, and New York. Probably refers to the World War I fuel shortage during the winter of 1917/18 that was exacerbated by transportation problems. President Wilson finally moved to solve the problem by placing the railroads under the control of a Railway Administration.
