Summary: Cartoon shows President Roosevelt and a man labeled 'Congress' each pointing the finger and exclaiming, 'It's up to you!' A paper labeled 'Relief for Finland' lies on Roosevelt's desk. In a memory balloon, a small boy labeled 'Finland' cries for help as he tries to defend himself with bow and arrow against the Russian bear. In the fall of 1939, Stalin, emboldened by his defensive alliance with Nazi Germany, invaded Finland. While the world watched, the Finns put up an unexpectedly firm resistance. American sympathies lay with Finland, but neither Congress nor the President dared take any strong steps that might involve the United States in the European War. The Finns eventually were forced to sue for peace in the spring of 1940.
