Summary: World War I cartoon shows a disconsolate peasant (labeled 'German People') pondering a paper reading 'President Wilson's Reply to Rome.' He thinks, 'Wonder if I have as little to say as he says I have.' In August 1917, Pope Benedict XV issued a call for peace, asking both sides to compromise and make concessions. President Wilson rejected the request, saying that the Germans had 'planned to dominate the world.' He insisted that the fault lay in the German government, not in the German people who were under the domination and control of the government.
