The caption refers to Easter egg rolling on the White House lawn, a long-time tradition. In the spring of 1922, the Republicans in the Senate, on a party-line vote, passed the Fordney-McCumber Tariff Act, which raised protective tariffs to their highest level up to that time. President Harding supported the tariff, but consistent with his long-time practice, refused to put any pressure on Congress.
