Editorial cartoon depicts Wilhelm II, German Emperor, and Vladimir Lenin, Bolshevik leader of the Soviet Union, in the pose of Raphael's two cherubs in the Sistine Madonna, a painting now located in Dresden, Germany. British Prime Minister Lloyd George had called together international ministers to the Genoa Conference in 1922, in a failed bid to return to the gold standard, as well as to assist Europe in post-World War I recovery. Walter Rathenau, the minister representing Germany, and Georgi Chicherin, the minister representing the Soviet Union, formulated a separate Russo-German Treaty, in which each country forgave the debts of the other and forged a most favored nation relationship. Clifford Berryman uses the angels to satirize German and Russian statements that they were not attempting to undermine the conference.
