Summary: Cartoon shows an angry German man, holding a pipe and a paper reading, 'General Foch Orders Allied Armies Across the Rhine.' He complains, 'Villainous! Outrageous! Uncivilized! Cruel! Unheard of!' In May 1921, Germany refused to agree to the crushing reparations demands imposed by the Allies at the conclusion of the first World War. After the Allies threatened to invade the Ruhr and French armies actually occupied Düsseldorf, the Germans gave in. Berryman compares German outrage at the Allied threat to invade with the German invasion of Belgium and France in 1914.
