Summary: Cartoon shows the former German Emperor William II sitting in a rocking chair, wearing wooden shoes, with a dachsund at his feet, smiling as he holds a paper reading, 'Ex-King Constantine receives nearly unanimous vote to return to the Greek throne.' William was forced to abdicate at the close of the First World War and was given asylum in the Netherlands. Berryman suggests that the news that the exiled King of Greece had been reinstalled by plebiscite may give William reason to hope that the same thing may happen in Germany.
